Master’s Office Processing Delays

A Closer Look at the Challenge

For many years, South African legal and fiduciary professionals have encountered ongoing challenges in their interactions with the Master’s Office. These backlogs have become increasingly severe, now affecting estates, trusts, and related fiduciary matters across the country.

The difficulties stem from a combination of administrative inefficiencies, legacy systems, and constrained resources. Missing records, inconsistent procedures, and a continued reliance on manual workflows have added to the pressure. As a result, processes that should move efficiently often extend over many months, and in some cases, even years.

The Current Situation

At the 15th Annual Conference of the Fiduciary Institute of Southern Africa (FISA), Acting Chief Master Kalayvani Pillay acknowledged that the country’s Master’s Offices are under significant strain, with service delivery challenges affecting a wide range of stakeholders.

The Master’s Office continues to experience administrative backlogs across South Africa. These extended processing times have affected several key functions that underpin estate administration and trust governance. The issuing of Letters of Executorship and Letters of Authority, the registration and amendment of trusts, and the examination and approval of Liquidation and Distribution Accounts have all been impacted.

Routine administrative processes such as correspondence and record-keeping have also become more difficult to complete within expected timeframes. For legal practitioners, fiduciary specialists, and families, this has resulted in prolonged waiting periods in matters that depend on timely and transparent administration.

What This Means for Clients

Processes that once took weeks are now stretching into months. This has affected the finalisation of deceased estates, the administration and amendment of trusts, and other fiduciary processes that rely on the Master’s Office for completion.

For families, these delays can prolong what is already a challenging period, adding both emotional and financial strain. For businesses and fiduciary practitioners, the longer timelines make it more difficult to plan, execute, and conclude matters effectively.

In an environment where efficiency and clarity are vital, these backlogs underscore the importance of proactive management, consistent follow-up, and informed guidance throughout every stage of the process.

A Potential Turning Point

The scale of the challenge has attracted attention from both government and private sector stakeholders. In response, a range of initiatives has been introduced to modernise the Master’s Office, including the gradual adoption of digital systems and automated processes. These efforts represent a constructive step toward strengthening South Africa’s fiduciary framework and supporting long-term operational stability.

Although the move toward automation holds clear promise, meaningful reform will take time. The transition is complex and will not resolve every difficulty immediately. In the interim, clients may continue to experience slower processing times, even as gradual improvements begin to emerge across the system.
